American Samoa's minimum wage was set to increase by 50 cents in September, but that stands to be delayed until 2015. The Fair Labor Standards Act of 2007 provided for annual 50-cents per hour increases until the rate matched the federal minimum wage of $7.25. Increases for 2010 and 2011 were previously delayed by another federal law. The last increase went into effect in 2009.

The new minimum wage rates in CNMI vary by industry: from $4.18 for garment manufacturing to $5.59 for certain types of shipping and transportation. Employees who work in the CNMI can expect to receive $5.05 per hour. 
The July 2007 wage increase kicked off the nine-step increase of 50 cents every year until the CNMI's minimum wage reaches the federal wage floor of $7.25 an hour by 2015.
Sept. 30st, 2010: President Obama signed into a law that delays the scheduled 50-cent increase in 2011, on request of business organizations.
PUERTO RICO

Varies by industry. Employers not covered by the FLSA will be subject to a minimum wage that is at least 70 percent of the Federal minimum wage or the applicable mandatory decree rate, whichever is higher. The Secretary of Labor and Human Resources may authorize a rate based on a lower percentage for any employer who can show that implementation of the 70 percent rate would substantially curtail employment in that business.
